Is the Fuel Pressure Regulator in the gas tank of my vehicle?

I have a 1996 Dodge Dakota, 3.9 L engine, 5 speed, 2 wheel drive. Im thinking the fuel pressure regulator is going out in my truck, Is the regulator located in my engine or in the gas tank?

How high of pressure is there in a diesel fuel injection return line?

I know rail pressure in a diesel engine is 15kpsi easily, and I assume there is a fuel pressure  regulator attached to a return line that goes back into the tank or back in before the high pressure fuel pump.
